Title

b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($39,160) of the current contract amount, and do not significantly change the scope of work.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Acting Director of the Department of Social Services to execute an agreement with Community Homeless Solutions for $391,600 to operate the Salinas Year-Round Warming Shelter for the period of July 1, 2019 through June 30, 2020; and

b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($39,160) of the current contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Homelessness is a serious and ongoing problem in the County of Monterey and requires support by the Board of Supervisors in partnership with the City of Salinas for the preservation of the public peace, health, and safety. The number of homeless individuals and families has persisted countywide. Persons experiencing homelessness are at high risk for physical and mental health issues, and other chronic illnesses.  

 

Under the agreed upon terms contained in a separate Memorandum of Understanding (MOU) approved by your Board on September 25, 2018, the County of Monterey and the City of Salinas agree to coordinate and share responsibilities of the temporary Salinas Year-Round Warming Shelter operations located at 111 W. Alisal, Salinas and to establish a permanent homeless shelter.  For the permanent shelter, a joint application for Homeless Emergency Aid Program (HEAP) was submitted by the County of Monterey and City of Salinas.  The joint application was awarded in the amount of $6,018,100. 

 

The total cost of this agreement (County Share) is $391,600 for the period of July 1, 2019 through June 30, 2020. The City of Salinas plans to enter into a separate agreement of $391,600 with Community Homeless Solutions to fund their portion of the shelter operations pending approval of the City Council’s budget, for an overall joint total for this shelter’s operation of $783,200.  This temporary shelter will transition into the permanent shelter once it is built.

 

The Salinas Homeless Warming Shelter originally opened on December 1, 2017 and is scheduled to close on June 30, 2019. The shelter operates 7 days a week from 4:00pm to 8:00am providing shelter and safety for families and individuals experiencing homelessness, nightly dinner, and supportive services. The current activities report still reflects a high need to provide shelter and May’s average reflects serving 83 clients nightly. 

 

If approved by your Board, the Department of Social Services will enter into this agreement with Community Homeless Solutions to operate the Warming Shelter from July 1, 2019 through June 30, 2020. 

 

The project was previously determined to be categorically exempt from CEQA pursuant to Section 15301 of CEQA Guidelines for an existing facility involving negligible or no expansion.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form. The City of Salinas continues to support this project through the MOU with the County and their operational agreement with Community Homeless Solutions. The Resource Management Agency provided research information regarding applicable CEQA guidelines.

 

FINANCING:

This Agreement is funded using County General Fund contributions. Sufficient appropriations for SOC004 are included in SOC004 in the 2019-20 Recommended Budget.  The total cost of the shelter is $$783,200 and this agreement is written for only the County share of cost ($391,600).   The City of Salinas plans to enter into a separate agreement of $391,600 with Community Homeless Solutions to fund their portion of the shelter operations pending approval of the City Council’s budget in June 2019.

 

The joint application for Homeless Emergency Aid Program (HEAP) was submitted by the County of Monterey and City of Salinas and was partially awarded in the amount of $395,822 for operating and supportive services for the current Salinas Warming Shelter.  The County and City will collaborate and determine how and when this funding will be utilized as it spans two different fiscal years.   The joint application for the Permanent Shelter was also awarded in the amount of $6,018,100 to build a new homeless emergency shelter, replacing the temporary Warming Shelter.

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by providing access to a warming shelter to reduce risk for physical and mental health issues, and other chronic illness to those individuals experiencing homelessness. This action also allows the County to work collaboratively with the City of Salinas to fund the operations of the shelter.
