RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the submission of three (3) entries to the 2019 California State Association of Counties (CSAC) Challenge Awards competition: Monterey County Preventative Child-Family Team (PCFT) Protocol; Monterey County Young Supervisors Program; and Monterey County Diverse Talent Acquisition Application; and
b. Authorize submission of the entries by the County Administrative Officer or his designee.
SUMMARY & DISCUSSION
Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards. These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing projects, programs and services to their citizens.
The following is an overview of the Monterey County entries recommended for submission to the 2019 competition.
1. Monterey County Preventative Child-Family Team (PCFT) Protocol: The Preventative Child-Family Team (PCFT) protocol is a family-inclusive and preventive measure for youth determined to be at imminent risk of out-of-home placement. This protocol is implemented by a multi-disciplinary team of professionals from Probation and Behavioral Health, with active participation from the minor and family to assess the needs of at-risk youth and generate a cohesive and comprehensive case plan to maintain permanency, enable a child to reside in the least restrictive family setting, and promote normal childhood experiences.
2. Monterey County Young Supervisors Program: The Young Supervisors Program is a four-week summer program open to high school and college students that reside or attend schools in Monterey County. This program was founded in 2011 as the Young Assemblymembers Program. In 2017 it transitioned into the Young Supervisors Program and over 160 students have completed the program. It was created to provide the young people of Salinas and the surrounding areas with an opportunity to develop skills in leadership, team building, problem solving, critical thinking and further comprehend the importance of both civic participation and higher education. The Young Supervisors Program aims to spark an interest in young adults to become civically engaged, shape public policy and take part in the democratic process. It is currently the only program of its kind.
3. Monterey County Diverse Talent Acquisition Program: The Civil Rights Office, with the Information Technology Department (ITD), developed an application that automates the recruitment process for underrepresented talent - women and people of color.
OTHER AGENCY INVOLVEMENT
The County Administrative Office-Intergovernmental and Legislative Affairs Division prepared this report with materials submitted by the Probation Department, Office of Supervisor Luis A. Alejo, and the Civil Rights Office.
FINANCING
Each submission to the CSAC Challenge Awards competition requires a $75 entry fee. Three (3) entries from Monterey County will be submitted for a total cost of $225 to be funded through the County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Unit 8054. Funds are available in the current year budget. Approval will have no additional impact on the General Fund.
