RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 5 to Mental Health Services Agreement A-13221 with Interim, Inc. to extend the term for one (1) additional Fiscal Year (FY) for a new term July 1, 2016 through June 30, 2020 and revise the total Agreement amount from $37,616,019 to $54,640,251, which represents an increase of $17,024,232 for FY 2019-20.

 

SUMMARY/DISCUSSION:

Monterey County has contracted with Interim, Inc. for over four decades to provide residential and day treatment programs, supportive housing, homeless outreach, supported education and employment services, peer navigation and community-based wellness and recovery activities that provide normalizing experiences for adults with serious mental illnesses, many of who also have co-occurring substance abuse disorders. The programs provided by Interim, Inc. have been developed in collaboration with the Behavioral Health Bureau in response to community needs identified during local planning processes.  This Amendment No. 5 reflects the one-time augmentation to the McHome and Shelter Cove programs serving homeless individuals struggling with mental illness as funded by the State Homeless Mentally Ill Outreach & Treatment Program, as well as full-year funding of the Wellness Navigators Transportation Coaching Project, the Assertive Community Treatment Welcoming & Engagement Team program and Medication Support Services, and includes budget modifications to address the increases in operational expenses as impacted by the rise in the minimum wage across the range of services provided in the Agreement.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7.  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Amendment No. 5 as to legal form and fiscal provisions respectively.

 

FINANCING:

This Amendment No. 5 is funded by Mental Health Realignment (35%), Federal Financial Participation (37%), Mental Health Services Act Funds (23%), federal grant funds (1%) and State Homeless Mentally Ill Outreach & Treatment Funds (4%).  The funds for FY 2019-20 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Requested Budget.
