Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Sierra Vista Child and Family Services for the provision of residential services in the amount of $26,420 for Fiscal Year (FY) 2018-19, $155,916 for FY 2019-20, and $155,916 for FY 2020-21 for a total Agreement amount not to exceed $338,252 retroactive to April 30, 2019 through June 30, 2021; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($33,825.20) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Sierra Vista Child and Family Services is a licensed Short-Term Residential Therapeutic Program (STRTP).  The STRTP provides an integrated program of specialized and intensive care, services and supports, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs.  The STRTP is intended for children whose behavioral and therapeutic needs are not able to be met in a home-based family setting, even with the provision of supportive services, and who require the level of supervision and clinical interventions provided by a STRTP.

 

The term of this Agreement is retroactive to April 30, 2019 due to an emergency placement of Monterey County youth in accordance to the youth’s Individual Educational Plan (IEP).  An emergency placement occurs when the individual is presenting with behaviors that place themselves or others at risk of harm and can no longer be kept safe in the home and school environments.  

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the IEP.  The funds for this Agreement ($26,420) are included in the Health Department Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2018-19 Adopted Budget.  The funds for this Agreement for FY 2019-20 ($155,916) and FY 2020-21 ($155,916) will be included in the respective Health Department Behavioral Health (HEA012, Unit 8410) FY 2019-20 and FY 2020-21 Requested Budgets.
