RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chair of the Board of Supervisors, as the Chief Elected Official for the Monterey County local workforce development area, to execute a renewal of the Agreement between the workforce development boards of Monterey and Santa Cruz counties for the provision of Proposition 39 Pre-Apprenticeship services, and to execute Amendment No. 2 to the Agreement to: (a) increase funds from $99,904 to $140,129; (b) provide for additional training services and personnel to provide follow up and placement services to participants, and (c) extend the term of the agreement to June 30, 2019.

b.                     Approve and authorize the Executive Director of the Monterey County Workforce Development Board to sign Amendment No. 2.

 

SUMMARY:

The Agreement between the workforce development boards (WDBs) of Monterey and Santa Cruz Counties was approved by the Monterey County Board of Supervisors on November 8, 2016, for the term of September 1, 2016 through September 30, 2017.  The Agreement provided for delivery of Proposition 39 (The California Clean Energy Jobs Act) Pre-Apprenticeship Support, Training, and Placement Grant services.

 

The purpose of the Amendment No. 2 to the MOU is to revise the amount of allocated project funds to reflect an increase in participants enrolled by Santa Cruz County WDB for the Proposition 39 2.0 Pre-Apprenticeship Training Grant from the State of California Workforce Development Board.

 

 

 

DISCUSSION:

The Monterey County WDB is the lead and fiscal agent for the Prop 39 2.0 project and as such is responsible for the development of agreements; convening partner meetings; developing outreach and recruitment materials; leading evaluation and implementation activities; and administering the grant to include reviewing invoices and reports, verifying compliance with the grant requirements, and processing all invoices for reimbursement.

 

The specifics of Santa Cruz’s scope of work include recruitment, enrollment, orientation and placement of participants into Multi-Craft Core Curriculum (MC3) training with the Monterey/Santa Cruz Building Trades Council Training and Education Fund.  Anticipated performance outcomes are training participants in green job skills, creating structured pathways to apprenticeships in the field, and building the energy-efficiency workforce component in the three-county region.

Originally, Santa Cruz was contracted to do the following:

 

§                     Enroll 25 participants;

§                     Provide Intensive, Supportive, and Retention services to participants;

§                     Participate in data collection and reporting necessary for project evaluation;

§                     Maintain financial accounts and records; and

§                     Receive funds for staff time and direct services to participants.

 

Amendment No. 1 decreased Santa Cruz County WDB’s project enrollments from 25 to 17 individuals and made adjustments to the budget line-items for staff salaries and fringe benefits, staff travel, and participant support services for tools, supplies and stipends to reflect the decrease in participants enrolled, served and case managed.  The project funds to pay for the actual enrollments were reflected in Amendment No. 1, revising Santa Cruz’s total budget from $123,533 to $99,904.

 

On December 21, 2017, the California Workforce Development Board notified the Monterey County WDB that its Proposition 39 project was selected for additional (Round II) funding in the amount of $375,000, increasing total Proposition 39 project funding to $775,000, and that the term for providing pre-apprenticeship services was extended to December 31, 2018. The State of California Employment Development Department (EDD) subsequently extended the Proposition 39 grant to June 30, 2019 with Monterey County to allow up to 42 individuals in Santa Cruz County to complete their training.

 

OTHER AGENCY INVOLVEMENT:

Parties to the Prop 39 Agreement were involved in its development.  County Counsel has reviewed the proposed Amendment No. 2 as to form.

 

FINANCING:

There is no impact on the General Fund. Clean Energy Job Creation funds in the amount of $775,000, established by the voter-approved Proposition 39 - The California Clean Energy Jobs Act (SB 73 - Chapter 29, Statutes of 2013) and which underwrite the regional Proposition 39 Pre-Apprenticeship Support, Training, and Placement initiative, will be used to fund the contract and are budgeted in Fund 021 Dept. 1050 Unit 8478 Appropriation Unit CAO030.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Authorizing the Monterey County Workforce Development Board to renew and extend its Prop 39 agreement with the Santa Cruz County Workforce Development Board through Amendment No. 2 will modify project funds to support participants enrolled in the Prop 39 2.0 grant. This is a step toward creating structured pathways to apprenticeships in the field and building the energy-efficiency workforce component in the three-county region.

                     Economic Development - Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

                     Administration - Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

                     Health & Human Services - Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.
