a. Approve and authorize the Acting Director of the Department of Social Services to sign a no cost agreement, retroactive to July 1st, 2018 through June 30th, 2021, with the Mexican-American Opportunity Foundation to facilitate the exchange of confidential information in order to provide child care payment services to CalWORKs customers; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement that do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign a no cost agreement, retroactive to July 1st, 2018 through June 30th, 2021, with the Mexican-American Opportunity Foundation to facilitate the exchange of confidential information in order to provide child care payment services to CalWORKs customers; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement that do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement is for the purpose of sharing confidential information with MAOF to provide a seamless transition from Stage 1 to Stage 2 & 3 child care payment services. State of California Regulations Manual of Policies and Procedures (MPP 47-101.5) requires the exchange of information between County Agencies and Resource and Referral (R&R) and Alternative Payment Program (APP) service providers for the purpose of administering seamless transitional childcare services between Child Care Stages 1, 2&3, and binds each of these agencies by the same confidentiality requirements. The Department will share information with MAOF by providing necessary and restricted access to the C-IV System, an automated Public Assistance Data Software system.
This agreement was delayed in being brought to this Board for approval prior to the term start date because of an administrative error. The department recommends retroactive approval of this agreement.
OTHER AGENCY INVOLVEMENT:
Contracts/Purchasing and the Auditor-Controller have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This is a non-financial agreement for the purpose of sharing confidential information, and recommended actions have no budgetary impact.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve ability of MAOF to determine eligibility for customers and create a seamless transfer between Stage 1 and Stage 2/3.
