Title: a. RECOMMENDATION:

It is recommended the Board of Supervisors:

SUMMARY/DISCUSSION:

The Sheriff requests approval of an amendment to a preventative maintenance and emergency repairs contract deemed essential to Monterey County Adult Correction Facility (MCACF).

 

Telstar Instruments works on sewage grinding equipment located in a deep pit at the MCACF. There are several pieces of equipment in this pit, including the Telstar grinder, Flygt water pumps, and a high-water sensor control unit. A specialized “close quarters” crew and trucks with hydraulic lift equipment are necessary to remove and work on any component pieces in the pit.

 

MCACF utilized a different vendor for maintenance on the Flygt water pumps and high-water sensor. These pieces were under a warranty; that warranty has since expired. Coordination of maintenance with this vendor became difficult due to their limited time availability, and business location (Stockton). As a result, MCACF had equipment pulled out of the pit and close quarters teams called out two or more times a year by each vendor.   MCACF’s command staff identified this dual cost as an area for potential cost savings and operational efficiency, and Telstar agreed to service all components in the pit. This amendment will allow us to compensate Telstar for their increased scope of work.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the Agreement as to legal form, and the Auditor-Controller and Contracts/Purchasing have reviewed for fiscal provisions and procurement provisions.

 

FINANCING:

The cost of this contract was included in the FY 2018-19 approved budget, and proposed FY 2019-20 budget.  There will be no increase in General Fund Contribution resulting from this Board action.
