RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution Authorizing and directing the Auditor-Controller to increase appropriations by $535,318 for the Sheriff's Office, including $493,498 in 001-SHE001-2300-8250-6113; and $41,820 in 001-SHE001-2300-8250-7614 financed by increased revenues of 535,318, 001-SHE001-2300-8250-5570 (4/5th Vote Required).

SUMMARY/DISCUSSION:
The Monterey County Sheriff's Office is the principal law enforcement agency providing security for the 2019 U.S. Open Golf Tournament at Pebble Beach Golf Links from June 10-16, 2019. The Sheriff's Office has worked closely with the United States Golf Association (USGA) and the Pebble Beach Company since June of 2018 in planning this event. The Sheriff's Office developed an operational plan including multiple federal assets; plus, California Highway Patrol, Cal-OES, California National Guard, and Cal-Fire. Sheriff's Personnel have worked in cooperation with USGA and the Pebble Beach Company to account for expenditures associated with this event. The Sheriff will invoice the U.S.G.A. in the amount of $535,318. Of this amount, $493,498 will reimburse the Sheriff's Office overtime cost and $41,820 will be an operating transfer out to reimburse County ITD, and the Emergency Communications Center for their personnel costs to staff the U.S. Open Event. The security plan and related costs were not included in the FY 2018/19 budget. The planning and staffing have been under continual development since June 2018 so our office was unable to make an estimate of costs during the budget process.
