RECOMMENDATION:
It is recommended the Board of Supervisors:
• Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a Professional Services Agreement Amendment #3 by and between Mark Rispoli, Doing Business as Makor K9 for the provision of canine and handler training for narcotics, explosives and patrol canines services, adding one (1) year and $56,000.00, to the existing agreement amount of $99,800.00, for a total contract cost of $155,800.00, for the time period of April 5, 2016 to April 4, 2021.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) requests approval of Amendment #3 which increases the Agreement amount by $56,000 (the cost is higher than previous amendments due to anticipation of purchasing a new dog and having to retrain a canine and handler), for a revised contract amount of $155,800, and extends the Agreement through April 4, 2021 for the provision of canine and handler training for narcotics, explosives and patrol canines for the Monterey County Sheriff’s Office.
The MCSO K9 units consist of a team of one deputy and their assigned canine. They are trained as a team, and have vehicles labeled as K9 units, with specialized door handle mechanisms in the rear seat, where the canine rides.
These canines and handlers go through advanced training to ensure their ability to perform task in accordance with Peace Officer Standards and Training (POST) guidelines. The Sheriff’s office uses canines and handlers that are trained to detect narcotics, explosives and patrol canines for the safety and apprehension of wanted people. The POST training, which is required, ensures that law enforcement complies with all applicable laws, reduces risks to law enforcement personnel and civilians and reduces unnecessary lawsuits against the MCSO and the County.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the Agreement as to legal form, and the Auditor-Controller and Contracts/Purchasing have reviewed for fiscal provisions and procurement provisions.
FINANCING:
The cost of this contract was included in the FY 2018-19 approved budget, and the proposed FY 2019-20 budget. There will be no increase in General Fund Contribution resulting from this Board action.
