Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute a Standard Agreement with David Gambetta dba Dave’s Repair Service to provide on-call inspections and compliance repairs and services for Aboveground and Underground Storage Tanks for county-owned fueling stations as described in Exhibit A: Scope of Services/Payment Provisions retroactive to July 1, 2019 through June 30, 2022, for a total not to exceed amount of $147,000; and

b. SUMMARY/DISCUSSION:

This is an Agreement using the County’s standard terms between County of Monterey and David Gambetta dba Dave’s Repair Service which will allow the County to receive the following necessary services:  annual Monitoring Certification (TMC); annual Spill Bucket (SB) and Line Leak Detection (LLD) testing; and, annual Vapor Testing (VT). Pursuant to this Agreement the vendor will perform the (SB989) Secondary Containment Testing and the Overfill Prevention Equipment (OFI) inspections, which are mandated by the EPA to be conducted every three (3) years. Vendor will also perform monthly Designated Operator (DO) inspection for the Underground Storage Tanks (UST) systems for county-owned fueling stations, annual filter changes and on-call service for any unforeseen maintenance and repairs for aboveground and underground storage tanks.

The retroactive start date is necessary because the contractor has continuously provided time-sensitive on-call inspections and compliance repairs, including to the additional Countywide fuel stations.

 

OTHER AGENCY INVOLVEMENT:

The agreement has been approved by County Counsel as to legal form and the Auditor-Controller as to fiscal provisions.

 

FINANCING:

There is no impact to the General Fund. The total not to exceed amount of $147,000 is supported by sufficient appropriations from Fleet, RMA (Public Works, Parks, Facilities) Sheriff’s Office, County Administrative Office and Natividad Medical Center.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

These actions will help ensure the County as the owner/operator complies to the statutory requirement as mandated by the State Water Resource Board (SWRB) for all aboveground and underground storage tank facilities.
