Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Department of Social Services Director to sign funding Agreement CF-1920-32 for $37,309 with California Department of Aging for the CalFresh Program Expansion to provide outreach and application assistance to seniors throughout Monterey County, retroactively effective July 1, 2019 through June 30, 2020;

b.                     Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the Agreement, where the amendments do not significantly change the scope of work;

c.                     Approve an increase in appropriations and estimated revenues of $37,309 for the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 FY 2019-20 Adopted Budget (4/5ths vote required); and

d.                     Authorize the Auditor-Controller to amend the FY 2019-20 Adopted Budget by increasing appropriations and estimated revenues by $37,309 in Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 (4/5ths vote required).

 

SUMMARY/DISCUSSION:

New regulations began on June 1, 2019 which allow 1.3 million disabled and senior Californians that receive Supplemental Security Income (SSI/SSP) to become eligible for CalFresh. Enrolling these additional participants into CalFresh will take significant effort and additional funding has been made available through agreement CF-1920-32 from the California Department of Aging. This Agreement provides funding specifically for outreach to Monterey County’s isolated seniors to assist them in applying for CalFresh benefits which provide money for food. 

 

The Area Agency on Aging, administered through the Monterey County Department of Social Services, manages a variety of senior services through partnerships and subcontracts.  Outreach to seniors is a natural part of this work and assistance with CalFresh applications is already being done. The funding through this State contract will be used to expand current contracted services.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.  The County Administrator’s Office - Budget Office concurs with these actions.

 

FINANCING:

The Department’s recommendation is to increase appropriations and estimated revenues of $37,309 for the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 in the FY 2019-20 Adopted Budget.  The increase in appropriations/revenues is based upon the new funding agreement received from California Department of Aging to provide outreach to Monterey County’s isolated seniors to assist them in applying for CalFresh benefits which provide money for food.  There is no change to the existing General Fund Contributions in this budget unit.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing access to healthy food for seniors in Monterey County.
