RECOMMENDATION:
It is recommended that the Board of Supervisors:

Approve and authorize the Director of Human Resources, or designee to sign a Student Placement Agreement, a non-standard agreement, with the Hartnell College Foundation for the participation of the Salinas Valley Promise program, to match college students with County professionals to serve as mentors effective September 17, 2019, through July 31, 2022

SUMMARY/DISCUSSION:
The Salinas Valley Promise program combines instructional excellence with professional guidance, leadership development, life-skills training and a scholarship to ensure student's success. Some of the benefits of the Salinas Valley Promise program is the students will pay zero in-state tuition as a first-year full-time student, regardless of family income and will also receive a free computer. The Salinas Valley Promise program is a comprehensive strategy that will greatly reduce financial barriers and strengthen student support through scholarship, mentorship and training in leadership and other life skills. The program's vision is to provide critical resources to increase college completion and grow the educated workforce in order to foster a more vibrant, prosperous and secure community.

The Director of Human Resources has been in discussions with members of the Hartnell College Foundation advisory group to participate in the Salinas Valley Promise program.
