RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 8 to Professional Services Agreement No. A-13815 with Quinn Company dba Quinn Power Systems to continue to provide services associated with maintenance and repairs on County emergency generators to increase the not to exceed amount by $60,000 for a total amount not to exceed $210,000 and to extend the expiration date for one (1) additional year, for a revised term from July 1, 2012 to October 2, 2020; and

b.                     Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute Amendment No. 8 to Professional Services Agreement No. A-13815.

 

SUMMARY/ DISCUSSION:

Amendment No. 8 to Professional Services Agreement (PSA) No. A-13815 with Quinn Company dba Quinn Power Systems will allow for an increase to the not to exceed amount of $150,000 by $60,000 for a total amount not to exceed $210,000 and for an extension to the expiration date from October 2, 2019 for one (1) additional year, for a revised term beginning July 1, 2012 through October 2, 2020, to continue to allow maintenance and repairs on County emergency generators.  The County of Monterey (County) Resource Management Agency (RMA) is currently developing a Request for Proposals (RFP) (RFP #10625) with the Contracts/Purchasing Division (C/P) for these services.  Additional time is needed while RFP #10625 is published, and Contractor selection is made. 

 

The term of this PSA coincides with a separate PSA with Frank J. or Laurel R. Conte dba Conte’s Generator Service for generator maintenance and repairs for various County Service Areas (CSAs) and County Sanitation Districts (CSDs) including specific County facilities. The RMA intends to award the new RFP #10625 to multiple Contractors for services covering generator maintenance and repair for all locations throughout the County, including CSAs and CSDs. This will eliminate multiple RFPs and varying scopes of work.

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved Amendment No. 8 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Costs associated with Amendment No. 8 are anticipated to be incurred over the next two (2) fiscal years (FY): 2019-20 and 2020-21.  Sufficient appropriations are available in the FY 2019-20 adopted RMA - Facilities budget (Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA006) to fund Amendment No. 8.  

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Emergency generators provide backup to County facilities.  These generators require regular maintenance and periodic inspection for regulatory compliance and to ensure they will operate properly when needed.  County facilities provide critical services that must continue during utility power outages.  It is in the interest of public safety to keep emergency generators operational.
