Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Fund Transfer Agreement with the Transportation Agency for Monterey County (TAMC) in the amount of $1,167,173 for the term July 1, 2019 through December 31, 2022, for the “Every Child: Community-Supported Safe Routes to School” project to implement traffic gardens and other safe routes to school programming in the Salinas Valley, Monterey Bay Peninsula and North Monterey County communities.

SUMMARY/DISCUSSION:

Since 2014 the Monterey County Health Department (MCHD) and the Transportation Agency for Monterey County (TAMC) have successfully partnered through grant opportunities to address issues of safety, injury prevention, transportation and equity in our region. One of these grants is the Every Child grant which is, supported by Measure X and Cycle 4 of Caltrans’ Active Transportation Program.  In this grant, MCHD and TAMC will partner to bring traffic gardens to 11 schools and 2 community parks in Monterey County (see Exhibit B). The grant will focus on traffic garden design, program development and implementation and infrastructure creation for wide-spread programming.

 

TAMC will administer the grant, design and implement the traffic gardens, and request the funds from Caltrans. MCHD will lead the community engagement and outreach aspect of the grant, organize walk-to-school events, and develop and implement safe routes to schools programming.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 1. Empower the community to improve health through programs, policies, and activities; and 2. Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 4. Mobilize community partnerships to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor/Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

TAMC is receiving a grant for these services and is contracting with Monterey County Health Department to provide community engagement services and develop and implement safe routes to schools programming for three fiscal years. There are sufficient funds in the Health Department’s FY 2019-20 Adopted budget to cover the expenses associated with this revenue agreement. Costs and revenues for these deliverables in future fiscal years will be included in the Department’s FY 2020-21 and FY 2021-22 Requested budgets.
