RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Personnel and Administration Committee:
Receive a report on the Proposed Grazing Lease #6 located at Nacimiento Reservoir and provide direction to staff regarding the term length of the lease.
SUMMARY/DISCUSSION:
On July 17, 2019, at a meeting of the Land Use/Lease Subcommittee of the Monterey County Water Resources Agency (Agency), a topic of discussion was to establish a new grazing lease area at Nacimiento Reservoir. The idea of leasing the land for cattle grazing was for potential fire suppression benefits, reduced occurrence of trespassing, and increased revenue. The vacant lands in question consist of three (3) parcels, approximately five hundred sixty-one (561) acres. Currently, the Agency has five (5) active Grazing leases at Nacimiento which terminate in October 2024. The concept to bring this potential grazing lease online includes competitive, open bidding scheduled before the Monterey County Water Resources Board of Supervisors.
Staff recommends offering the potential grazing lease for the remainder of the current grazing lease term through October 2024 and including an automatic term renewal for an additional seven (7) years. This will incentivize receiving qualified bids from potential lessees who are willing to make the necessary tenant improvements to the site which include installation of perimeter stock-tight fencing.
