RECOMMENDATION:

It is recommended that the Board of Supervisors receive a presentation by GEO Reentry on the Day Reporting Center for adult offenders upon the anniversary of its 10th year of operation in Monterey County.

 

SUMMARY:

GEO Reentry, a provider of integrated, evidence-based services for adult offenders operating in Monterey County for 10 years, will provide an update about the Day Reporting Center (DRC) and review program outcomes.  

 

DISCUSSION:

GEO Reentry Services has operated an evidence-based treatment and supervision program, the Day Reporting Center, for adult probationers and parolees in Monterey County for the last decade. The DRC provides alternative options for both the Probation Department and California Department of Corrections and Rehabilitation (CDCR) to divert individuals from formal violation proceedings and incarceration.

 

The Day Reporting Center, located in Salinas, is a multi-disciplinary program with services that target individual dynamic and criminogenic factors such as substance abuse, employment, education, anti-social peer associations, problem-solving, and self-control, while assisting participants' reentry into their respective communities and family systems.

 

In accordance with Evidence-Based Practices (EBP), the program provides the appropriate dosage, duration, and intensity of programming services, pro-social structure, and supervision according to assessed level of recidivism risk, and utilizes a phase approach with an aftercare component.

 

At the core of GEO Reentry’s treatment and training is cognitive-behavioral therapy, intended to change criminal attitudes, social skills, and interpersonal problem-solving. By combining research-based treatment and counseling services, GEO Reentry assists Probation and CDCR to improve community public safety, reduce recidivism, and change lives.

 

The DRC serves a countywide population of adult offenders under Monterey County supervision for Probation, Post-Release Community Supervision (PRCS) and Mandatory Supervision, and under State Parole supervision, who have been assessed at moderate/high-risk for recidivism.

The program has a daily capacity of minimum 50 and maximum 100 slots; up to 30 of these slots are available to Parole.  The Average Daily Population (ADP) for FY 18-19 was 65, about 1/3 from Parole and 2/3 from Probation.

 

GEO Reentry is celebrating its “10-year of services” milestone by providing the Board with an update on the program, including program outcomes from the prior year.

 

The presentation includes an overview of the DRC and services provided, such as assessment and case management, drug testing, counseling, education and job placement, life skills,  discharge plans and aftercare, as well as a review of methodologies to measure program effectiveness, in the areas of intermediate outcomes and adherence to EBPs.  Intermediate Outcome measures include Criminal Thinking Scale (through Texas Christian University); Employment/Education; Sobriety; Individuals Served; and Discharge Rates. Adherence to EPB is measured through Quality Assurance and Fidelity, and the results of an Evidence Based Technical Audit.

 

OTHER AGENCY INVOLVEMENT:

The Day Reporting Center is a collaboration between the Monterey County Probation Department, the California Department of Corrections and Rehabilitation, and the provider of services, GEO Reentry.  County Counsel has reviewed this report.

The is no cost associated with the receipt of this presentation.
