SUMMARY/DISCUSSION:

The Monterey County Health Department’s Public Health Laboratory (PH Lab) serves as the area’s Regional Laboratory, and has provided the necessary water testing for a variety of agencies such as, the City of Salinas, City of Gonzales, Salinas Valley Correctional Training Facility, California Water Company, Resource Management Agency, Water Resource Agency and over 100 community water systems.  Due to the volume of testing required, PH Lab coordinates testing with other cost-effective laboratories, including BSK Analytical Laboratories (BSK), and ships the samples for the client as a value-added service.

The State Water Resources Control Board require monitoring of drinking water supplies and wastewater discharge for toxic chemicals and disease-causing microbes.  There has been an increasing utilization of the PH Lab to perform these tests to assure the health and safety of the public. The State Water Resources Control Board has mandated that drinking water systems be monitored for specific toxins. PH Lab performs microbiological, general mineral and inorganic analysis in-house.  The start date of the Agreement is retroactive to July 1, 2019 due to the time it took to receive the appropriate fee schedule and the need to keep crit ical services going during the negotiations with the vendor for the Agreement.

This work supports the MCHD 2018-2022 Strategic Plan Goal: 1. Empower the community to improve health; Goal 2. Enhance public health and safety through prevention; and Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports three of the ten essential public health services: inform, educate, and empower people about health issues; link people to needed personal health services and assure the provision of health care when otherwise unavailable; and assure competent public and personal health care workforce.

OTHER AGENCY INVOLVEMENT:

FINANCING:
