RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the Professional Services Agreement with Honeywell International, Inc. to provide on-call repair and maintenance services to heating, ventilation, air conditioning and refrigeration (HVACR) systems for various County facilities in a total amount not to exceed $300,000 with a term of November 1, 2019 to October 31, 2024; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey, Resource Management Agency (RMA) has identified a need for Honeywell International, Inc. (Honeywell) to provide on-call repair and maintenance services on Honeywell heating, ventilation, air conditioning and refrigeration (HVACR) systems installed within County facilities. 

 

This Professional Services Agreement (PSA) with Honeywell in the amount of $300,000 will allow for on-call repair and maintenance services for the Honeywell HVACR equipment for a period of five (5) years.  The term of the PSA is November 1, 2019 through October 31, 2024.

 

Honeywell was selected as a County of Monterey sole source supplier for expertise and technical capacity necessary to provide the on-call repair and maintenance services on specified equipment within  approximately twenty (20) County facilities including the Monterey Courthouse, the Monterey County Sheriff’s Office Public Safety Building, the County Jail, the Information Technology Department, the East and West Wings, and the Animal Shelter.  In addition, the New Juvenile Hall will utilize Honeywell controls.  These larger County facilities utilize HVACR technology that require proprietary technical knowledge, training, licensing or permissions for service.  The County also holds separate agreements with other HVACR contractors for service on equipment at other major County facilities for which those contractors are qualified under similar proprietary conditions.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the PSA as to form and legality and insurance and indemnification provisions, and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  Potential costs associated with the first year of the PSA will be funded within the approved Fiscal Year 2019-20 RMA budget unit 8176  in the amount of $60,000.  Future costs will be allocated within the upcoming FY budgets of 2020-21, 2021-22, 2022-23, and 2023-24.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This PSA will allow for services to be provided throughout the County to ensure that County facilities and equipment are functional.  By providing these services, there will be an improvement in the quality of life for County employees, its constituents and structures.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives as indicated below:
