RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health or Assistant Director of Health to sign an Agreement with the City of Gonzales in the amount of $14,520, for services to be performed by the Health Department’s Planning, Evaluation and Policy unit to produce an updated Gonzales 2020 Health Profile, for the term retroactive to October 01, 2019 through May 31, 2020; and

b.  Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments up to ten percent (10%) ($1,452) of the original Agreement amount, which does not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Monterey County Health Department (MCHD) produces health profiles and briefs to provide information on health and social indicators that can be used for planning and policy development by other agencies and elected officials. In 2014 the MCHD Planning, Evaluation, and Policy Unit was contracted by the City of Gonzales to produce a Gonzales-specific health profile to be used for planning for expansion of health care services in the city of Gonzales. Since that publication, the city of Gonzales has not only expanded their healthcare services to include two new clinics and more providers, but has also expanded other health-focused efforts, including adding a health and wellness element to their general plan, improving infrastructure to make the city more walkable and bikeable, holding active living events such as Ciclovia, and developing opportunities for community participation in planning efforts. The city has also been an active supporter of early childhood and youth initiatives.

 

This Agreement with the City of Gonzales is for services provided by MCHD’s Planning, Evaluation, and Policy unit to update the original city health profile. The 2020 Health Profile will have sections on sociodemographic, health care access, communicable and chronic disease, public safety, mental health, and causes of death, as well as community qualitative data from the various community participation meetings held for the health and wellness element. In addition, PEP staff will work with the City of Gonzales staff to provide technical assistance to develop a summary of potential priority actions and activities by city staff and to create a webpage of key indicators and data.

 

This Agreement is in support of Monterey County Health Department’s Strategic Goals: 1. Empower the community to improve health; 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports three of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 4. mobilize community partnerships and action to identify and solve health problems; and 5. Develop policies and plans that support individual and community efforts.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is fully funded by the City of Gonzales.  There are sufficient appropriations and revenue in the Health Department’s (001-HEA014-8438) FY 2019-20 Adopted budget.
