b. Authorize the Auditor-Controller and County Administrative Office to incorporate the position change in the FY 2019-20 Adopted Budget.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Amend the County Administrative Office Fiscal Year 2019-20 adopted budget (001-1050-CAO025-8451) to add one (1) new Management Analyst I (14G02), financed by interdepartmental reimbursements (4/5ths vote); and
b. Authorize the Auditor-Controller and County Administrative Office to incorporate the position change in the FY 2019-20 Adopted Budget.

SUMMARY/DISCUSSION:
In 2019, the County Administrative Office, Fleet Division acquired the responsibility for the oversight of all County fuel stations and underground storage tanks (USTs). Sites managed by Fleet increased from five (5) to eighteen (18). The eighteen (18) sites and multiple pumps have been previously managed by several departments separately including Parks, Natividad, Facilities, and Public Works. The additional duties Fleet acquired require the addition of a qualified individual to assist with managing the day to day administration of the County fuel site program. Most importantly, this position will ensure all regulatory and safety requirements are being met and adhered to.

OTHER AGENCY INVOLVEMENT:
The Human Resources Department reviewed and approved the Request to Classify and concurs with the recommendation.

FINANCING:
Funding for the salary and benefits of the new Management Analyst will be financed by interdepartmental reimbursements. Ongoing salary and benefits costs will be reflected and submitted with all future budgets and associated rate structure.
