RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 4 to Mental Health Services Agreement A-13251 with Lakemary Center to increase fiscal year 2019-20 rates, and add $25,550, for a revised total Agreement amount not to exceed $1,421,985 for the same term of February 1, 2016 through June 30, 2020.
SUMMARY/DISCUSSION:
Lakemary Center, located in Paola, Kansas, is a 65-bed Psychiatric Residential Treatment Facility (PRTF) licensed by the State of Kansas to provide educational and psychiatric treatment for children aged 6-21 years with dual diagnoses of intellectual and /or developmental disabilities and psychiatric disorders, including Autistic Spectrum Disorder. Lakemary Center provides tailored services for children with deficits in a variety of adaptive functioning areas, including communication, self-care, functional academics, social skills, leisure skills, and community use skills. Behavioral presentations addressed include high levels of aggression, self-injury, elopement, property destruction, and other high-risk behaviors. This Amendment No. 4 updates the rates and contract amount to meet the estimated needs and is retroactive to July 1, 2019 due to delayed notification of rate changes.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Amendment No. 4 as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the Individual Education Plan (IEP). The funds for this Agreement are included in FY 2019-20 Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget.
