RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Health Department or Assistant Director of the Health Department, on behalf of Monterey County, to sign Renewal and Amendment No. 1 to the non-standard Agreement (A-14241) with the City of Salinas to extend the term of the Agreement through June 30th, 2020, retroactively from July 1, 2019, for the County to provide spay and neuter veterinary services to the City of Salinas.

SUMMARY/DISCUSSION:
On or about September 2015 a Memorandum of Understanding (MOU) between the County and the City of Salinas was executed to conduct an analysis and evaluation of Salinas Animal Services and Monterey County Animal Services to identify options for combining services and/or programs between the County and the City. This was intended as a first step towards further consolidation of City and County animal services for mutually beneficial purposes, with the possibility of a Joint Powers Authority being created to efficiently serve the residents of the City and unincorporated County. On November 7, 2017, County and City entered into a Memorandum of Agreement (MOA) for an Animal Control Services Administration Pilot Project. On May 14, 2018, County hired the Animal Services Administrator to implement the provisions of the MOA for Consolidated Services. On April 2, 2019, County and City entered into Amendment No. 1 to the MOA to amend the Scope of Services as set forth in Amendment No. 1 to the MOA.
