RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement with Monterey County Children and Families Commission dba First5 Monterey County not to exceed the amount of $290,000 for the provision of support to the Bright Beginnings Early Childhood Development Initiative for the period retroactive October 28, 2019 through June 30, 2020.

b. Approve nonstandard insurance provision in Agreement as recommended by the Director of Health.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department contract with the Bright Beginnings Early Childhood Development Initiative (fiscally sponsored by F5MC) will provide one-time funding for the following: Maternal Mental Health Task Force planning; Home Visiting Triage and Coordination Hub design; and coordination of local resources and policies to increase the availability of early childcare.

 

The collaborative work of the Bright Beginnings Initiative is guided by the countywide early childhood development strategic framework, “Together, Preparing Every Child for Life and school,” which after one year of the launch of the framework, has already reinforced a shift in how we approach our work. The overarching goal is systems change. Projects are multidisciplinary and cross-agency and designed around the holistic wellbeing of a child.

 

During FY 2019-2020, Bright Beginnings will support the Task Force in the action planning for and implementation of the theory of change which may include, but is not limited to, the following types of projects: broaden the reach of the Maternal Mental Health Task Force’s work; design and launch of new initiatives; and establish a sustainability plan. Additionally, Bright Beginnings will support the collaborative design and launch of a centralized system to holistically assess family needs and deploy new and existing qualified home visitors for children. And, lastly, Bright Beginnings will design a scope of work, recruit and hire staff and/or consultant(s) to strategically align local agencies and practices with upcoming state and federal policies and new state funding for childcare. The start date of this Agreement is retroactive to October 28, 2019 due to the length of time it took to negotiate with the vendor the terms needed for this Agreement.

 

This work supports the MCHD 2018-2022 Strategic Plan Goal: 1. Empower the community to improve health; Goal 2. Enhance public health and safety through prevention; and Goal 3.Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports three of the ten essential public health services: inform, educate, and empower people about health issues; link people to needed personal health services and assure the provision of health care when otherwise unavailable; and assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions respectively. 

 

FINANCING:

This Agreement is 100% funded by General Fund cannabis dollars.  Appropriations for FY 2019-20 in the amount of $290,000 are included in the Health Department's (HEA003-8124) FY 2019-20 Adopted Budget.
