RECOMMENDATION:
It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment #1 with Western State Design, Inc., performs maintenance and emergency repairs for washers and dryers at the Monterey County Sheriff's Office Jail, in an amount not to exceed $60,000.00, for a total not to exceed amount of $120,000.00 and extend the term of the agreement for two (2) additional years, with a term ending November 9, 2021.

SUMMARY/DISCUSSION:
The Monterey County Sheriff's Office (MCSO) requests approval of Amendment #1. Due to Executive Order 13423, which President Obama issued in 2011, all federal agencies must reduce water consumption by 2 percent each year. As a result, most federal prisons are now phasing out regular washing machines and dryers, which used to be universally housed in inmate housing units. In their place have come large, institutional washing machines and dryers which all prisoners are required to use. In accordance with the Executive Order, the MCSO Jail utilizes industrial strength washers engineered for efficiency and the reliability to process high volumes of laundry with excellent wash quality, requiring minimal water, energy and labor. The MCSO provides clean linen, blankets, towels, wash rags and clothes to inmates, this helps with hygiene and to reduce disease and illness.
