RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the Jolon Road Bridge Rail Replacement, Project No. 1142; and

b.  Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The Jolon Road Bridge Rail Replacement Project (Project) consists of the replacement and upgrade of the existing bridge rails and bridge rail approaches to current State Standards. Project limits are along Jolon Road one-quarter mile south of the intersection with Pine Canyon Road, for 200 feet north and south of the bridge approaches, approximately a total of 800 feet. The Project will also require clearing and grubbing around the bridge approach rails and traffic control consisting of temporary lane closures during work hours to establish safe work zone. Two lanes of traffic, one of each direction, will be maintained during nonwork periods. 

 

The bid opening is set for December 12, 2019 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901.  Project construction is scheduled to begin in February 2020.

 

In compliance with the California Environmental Quality Act (CEQA), the Monterey County Resource Management Agency (RMA) filed a Notice of Exemption on February 1st, 2016.  The project was determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See California Code of Regulations § 15301 Existing Facilities). Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on May 30, 2016.

 

Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Project, will allow the RMA to proceed with the construction phase of the Project and solicit construction bids.  RMA will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form and legality and insurance and indemnification provisions, and fiscal provisions, respectively.

 

FINANCING:

The construction phase of the Project will take three (3) months after the award of the Construction Contract. The total estimated Project cost including design, environmental, and construction is $914,739.  The construction phase of the Project is fully funded and scheduled to begin in FY2019-20.  The construction phase of the Project has an estimated cost of $737,560 and is funded mostly through the Federal Highway Bridge Program ($647,597) and a local Measure X match of $89,963. See Attachment B- Project Budget further details on the Project budget. Measure X beginning FY 2019-20 Restricted Fund Balance is $7,949,018 and with estimated revenues of $7,357,194 and estimated expenditures of $7,651,760, the estimated ending balance is$7,654,452. There are currently sufficient appropriations in the amount of $731,500 in the adopted FY 2019-20 Road Fund budget to complete the Project.
