RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign a no cost Memorandum of Understanding with the Monterey County Office of Education for collaboration in the delivery of quality early care and education for a term of October 15, 2019 through June 30, 2022; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the amendments do not significantly change the scope of work.

SUMMARY/DISCUSSION:
This no cost Memorandum of Understanding allows the Monterey County Office of Education's (MCOE) Head Start program to partner with the Monterey County Department of Social Services to provide structured and coordinated delivery of quality early care and education, health and social services, parental education/involvement and support. The program also improves schools' readiness for children through family-friendly environments in school-based or school-linked settings.

As a collaborator, MCOE will provide service coordination to CalWORKs, foster care, home care and Supplemental Security Income (SSI) clients. MCOE qualifies any age-appropriate children for Head Start/Early Head Start enrollment.


OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

FINANCING:
This is a no cost agreement.
