Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the Professional and Call Coverage Services Agreement with Gregory E. LeBleu M.D. to provide physical medicine and rehabilitation services at NMC for an amount not to exceed $800,000 for the period January 1, 2020 to December 31, 2021; and

b. Authorize the Deputy Purchasing Agent for NMC to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($80,000) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

NMC operates the Sam Karas Acute Rehabilitation Center, a 24-bed acute rehabilitation unit (ARU) that provides comprehensive physical and cognitive therapies to help patients recover and return to daily activities after an illness, injury or surgery.  Physical medicine and rehabilitation physicians, also known as physiatrists, treat a variety of medical conditions affecting the brain, spinal cord, nerves, bones, muscles and joints.  Natividad would like to enter into an agreement with Dr. Le Bleu, a board certified physical medicine and rehabilitation physician, to participate in the panel of physicians providing daily rounding on patients in the ARU.  NMC has obtained an independent opinion of fair market value supporting the payment terms of this Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Agreement as to form.  Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.  The Agreement has also been reviewed and approved by Natividad Medical Center’s Finance Committee on October 24, 2019 and the Board of Trustees on November 1, 2019.

 

FINANCING:

The cost of this Agreement is $800,000 for the period January 1, 2020 to December 31, 2021 (24 months).   $200,000 is included in the Fiscal Year 2019-20 Adopted Budget.

The services rendered in this agreement provide NMC with the additional support it needs to provide reliable and high-quality patient care which improves the health and quality of life for patients and their families.
