Adopt Resolution to:

a. Designate and authorize the Office of Emergency Services Emergency Manager to execute an agreement with the California Office of Emergency Services (CalOES) for the Resiliency Allocation of FY 2019 Public Safety Power Shutoff (PSPS) funds; and

b. Authorize and direct the Auditor-Controller to amend the Fiscal Year 2019-20 Office of Emergency Services Fund 024/1050/8412/CAO023 Budget to increase estimated revenue and appropriations in the amount of $464,903. (4/5th vote required)

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the following:

designate and authorize the Office of Emergency Services Emergency Manager to execute an agreement with the California Office of Emergency Services (CalOES) for the Resiliency Allocation of FY 2019 Public Safety Power Shutoff (PSPS) funds; and authorize and direct the Auditor-Controller to amend the Fiscal Year 2019-20 Office of Emergency Services Fund 024/1050/8412/CAO023 Budget to increase estimated revenue and appropriations in the amount of $464,903. 

 

SUMMARY:

The County of Monterey Office of Emergency Services received a letter dated October 25, 2019 from the CalOES Governor’s Office of Emergency Services for the notification of subrecipient allocation for the Fiscal Year (F) 2019 Public Safety Power Shutoff (PSPS) Resiliency Allocation Cal OES ID#053-00000 for the Period of Performance: July 1, 2019 to October 31, 2022. 

 

DISCUSSION:

In the current state of Public Safety Power Shutoffs, the Governor’s Office has decided to allocate funds to Operational Areas such as County of Monterey.  These funds are for Public Safety Power Shutoff Resiliency activities such as:  equipment to include generators for fuel storage and redundant emergency communications; continuity plans, development and updating of contingency plans for electrical disruptions that include considerations such as protecting individuals with access and functional needs.

 

OTHER AGENCY INVOLVEMENT:

Monterey County Office of Emergency Services will work for our city partners and internal departments, including but not limited to Resource Management Agency (RMA), Department of Social Services, Libraries, and Emergency Communications.

 

FINANCING:

There is no impact to the County General Fund.
