RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an non-standard agreement with Wolters Kluwer Health Inc. for subscriptions licenses and maintenance support services for Nurse Education at NMC for an amount not to exceed $204,782 with an agreement term December 10, 2019 through December 9, 2023 and;

b. Approve the NMC Chief Executive Officer’s recommendation to accept non-standard language and provision within the agreement.

 

SUMMARY/DISCUSSION: 

 

Lippincott Evidenced Based Programs are accepted as expert resources for clinical practice nationwide. Lippincott Procedures: Is a web-based, go-to source for step-by-step procedure guidelines to assist clinicians with the most current evidenced based practice and procedures. This includes over 1,700 procedures and skills for nursing, respiratory therapy and physical therapy that support safe and standardized delivery of patient care. It is a regulatory requirement that we provide current evidence based resources for staff. Blended Learning: Is an online, evidenced based, staff education program to include power points and competency validation tools. Lippincott Learning includes evidenced-based online courses many offer continuing education credits for nursing. The material includes courses developed in partnership with Joint Commission Resources. Courses are easily assigned for training and completion is electronically tracked. The library includes customizable, evidenced based, online lessons that support instructor led training. These courses will be used in orientation, unit based clinical practice training, remediation and validating clinical competency.

This agreement underwent extensive vetting by County approvers. There are numerous technical aspects and non-standard risk provisions that were negotiated and rewritten, such as Indemnification, Confidentiality, Payments, Warranty Disclaimer, Insurance, Term and Termination, Modification, Assignment, Limitations on Liability, and Limitations on Damages.

 

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this agreement as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement has also been reviewed and approved by NMC’s Finance Committee and Board of Trustees on June 7, 2019.

 

FINANCING:

 

The cost for this agreement is $204,782 of which $65,027 which is included in the Fiscal Year 2019-2020 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate.

Natividad is dedicated to the people of Monterey County to provide the best possible care to each patient. It is critical that resources are available to staff that are evidenced based and current for delivering high quality and safe patient care.
