Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #3 to Agreement A-13212 with Action Council of Monterey County adding $322,362 to increase the contract total to $2,542,673 to provide services and supports to those participating in Wraparound Monterey County through their developed service provider and extending the contract term for six additional months for a revised contract term of July 1, 2016 through June 30, 2020; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($254,267) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Monterey County has been operating a Wraparound program since 2002.  This family driven program collaborates between many partners. Primary referrals come through the Department of Social Services (DSS) and Probation. Monterey County Children’s Behavioral Health is a key partner in the provision of Wraparound Monterey County.

 

Action Council of Monterey County (AC) has provided the Administrative Services Function for Wraparound Monterey County for over eight years. As the values and requirements of the Continuum of Care Reform (CCR) are addressed locally, the need to provide more intensive, individualized and, at times, costly services and supports are needed. Action Council of Monterey County has been a leader in the development of a creative, individualized provider network to meet these needs. Further, the requirement under CCR to end long-term residential care stays and to keep children and youth local impacts the need for our community to create, support and maintain these services.

 

AC has created a provider network with over 110 providers with access to approximately 80 different services. The top three services utilized from the Network have been Behavioral Support, On-Call Crisis Response, and Transportation.

 

While DSS continues to work with its partners on a Request for Proposal (RFP) process, AC will continue to provide services through June 30, 2020. The ongoing provision of Wraparound, with a continuity of care for existing families, also continues to respond to the Katie A vs. Bonta class action lawsuit, requiring the provision of Wraparound mental health and supportive services for children in, or at imminent risk of placement in foster care in California.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

 

FINANCING:

This Agreement is fully funded through the Wraparound Trust Account with Realignment funds. Sufficient appropriations and estimated revenues for SOC001 are included in the FY 2019- 20 Adopted Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for former foster youth who exited foster care and are now in need of their own housing and supportive services.
