RECOMMENDATION:

It is recommended that the Board of Supervisors Adopt a resolution approving the Monterey County Office of Emergency Services’ Annex M - Electrical Power Disruption Plan and Annex Z - Winter Storm Response Plan Vol.1 Main Report, Vol.2 Map Atlas of the Monterey County Operational Area Emergency Operations Plan.

 

SUMMARY:

The Annex M: Electrical Power Disruption Plan, is a newly developed plan serving as a guidance document for the purpose of addressing the planned response to extraordinary emergency events or disasters as a result of intentional and unintentional disruption of the electric system within the Monterey County Operational Area. Annex M: Electrical Power Disruption Plan was approved for adoption by the Monterey County Operational Area Disaster Council on October 30, 2019. 

The Annex Z- Winter Storm Response Plan was the first iteration of the Winter Storm Response Plan which began January 27, 2009; the Winter Storm Response Plan was subsequently updated in November 2011. The current Annex Z - Winter Storm Response Plan Vol.1 Main Report, Vol.2 Map Atlas was approved for adoption by the Monterey County Operational Area Disaster Council on October 30, 2019.  The Winter Storm Response Plan outlines Monterey County’s planned response to flood emergencies in or affecting Monterey County.

 

DISCUSSION:

The Annex M: Electrical Power Disruption Plan is a newly developed plan serving as a guidance document for the purpose of addressing the planned response to extraordinary emergency events or disasters as a result of intentional and unintentional disruption of the electric system within the Monterey County Operational Area. Annex M: Electrical Power Disruption Plan was approved for adoption by the Monterey County Operational Area Disaster Council on October 30, 2019. 

Electrical power disruptions can create disruptions to communication, water, wastewater, traffic monitoring systems, and public services and facilities, negatively impacting critical infrastructure and commerce operations, and potentially creating a surge for first responders and medical facilities.

The loss of power might coincide with another emergency and cause secondary and tertiary emergencies or hazards that could worsen these impacts. The loss of power and the subsequent impact to other critical systems, may create:

1.)                     Safety, health, and economic concerns;

2.)                     A natural migration of people towards available resources within and outside of the impacted area; and

3.)                     The need for evacuations and the provision of essential resources and commodities for affected residents, businesses, and visitors.

The current Annex Z - Winter Storm Response Plan Vol.1 Main Report, Vol.2 Map Atlas was approved for adoption by the Monterey County Operational Area Disaster Council on October 30, 2019.  The Winter Storm Response Plan outlines Monterey County’s planned response to flood emergencies in or affecting Monterey County.

Monterey County is vulnerable to a number of flooding sources including high tides, wave runup, river floods, levee failures, drainage pump failure, and dam failure. These may produce large losses to public infrastructure and private property. Slightly more than seven percent (232.9 square miles) of the total County area is subject to flooding, and more than 10 percent of the County’s population resides within a Federal Emergency Management Agency (FEMA) defined Special Flood Hazard Area (SFHA). These SFHAs include 10,802 people, 3,341 residential buildings (valued at $630.2 million), 440 non-residential buildings (valued at $624.4 million), and 11 critical facilities (valued at $237 million). Approximately 41.3 miles of highway, 15.5 miles of railway, and 84 bridges (aggregate value of $485 million) are also located within these SFHAs. Based on previous flood history, Monterey County can generally expect a serious flood event to occur approximately every four years.

These plans are intended to provide guidance for the Operational Area regarding the organization to respond to a flood or power disruption emergency affecting Monterey Count; Identifies policies, responsibilities, and procedures required to protect the health and safety of Monterey County communities from the effects of flood or power disruption emergencies; Establishes operational concepts and procedures associated with field response to flood or power disruption emergencies and the recovery process;  and Identifies policies for after-action analyses and follow-on activities.

 

These Annexes have been identified and prioritized, at the request of the Monterey County Operational Area Disaster Council, as plans that would benefit all of Monterey County, including political subdivisions, including special districts and communities therein. To this end, the operating principles of the Office of Emergency Services are ratified by the Board of Supervisors and become a matter of public record for public view and comment.

 

OTHER AGENCY INVOLVEMENT:

The Monterey County Operational Area Disaster Council serves as the advisory council to the Board of Supervisors and convenes at the request of the Director of Emergency Services (CAO) to consider and recommend emergency plans and agreements to improve disaster preparedness countywide as authorized by Monterey County Code 2.67et Seq. The Disaster Council is comprised of representatives from County Departments and County leaders responsible for emergency and disaster operations.

 

In October 2019, the County of Monterey’s Disaster Council approved the Office of Emergency Services’ Annex M - Electrical Power Disruption Plan and updated Annex Z - Winter Storm Response Plan of the Monterey County Operational Area Emergency Operations Plan.

 

FINANCING:

The Office of Emergency Services is funded through the General Fund. Approval of these Strategic Plans will not impact the budget.
