RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution ratifying a Proclamations of Local Emergency, dated December 4 and 9, 2019 in accordance with California Government Code section 8630 et seq., due to atmospheric river events that commenced on November 27, 2019, and continued through December 8, 2019, affecting the Carmel River, Carmel River Lagoon, the unincorporated areas in and around the community of Chualar, and Old Stage and River Roads, in the County of Monterey. Causing damage to public infrastructure and private property and thereby causing conditions of extreme peril to the safety of persons and property.

 

SUMMARY/DISCUSSION:

Due to the impact of atmospheric river events starting on or about November 27, 2019, and continuing through December 8, 2019, the CAO issued proclamations of local emergency, pursuant to Government Code section 8630, et seq. on December 1 and 9, for the unincorporated areas in and around the lower Carmel River and the Carmel River and Lagoon, and on December 4, 2019, for the unincorporated areas in and around the Community of Chualar, and Old Stage and River Roads.  The proclamations were based on the damage caused to public infrastructure and private property due to flooding and debris run-off, and the conditions of extreme peril to the safety of persons and property associated therewith.

Pursuant to Government Code section 8630, it is necessary for the Board of Supervisors to adopt a resolution ratifying the emergency proclamations issued by the CAO; this is important to qualify for any state or federal funds that may be available to help mitigate the conditions experienced due to the atmospheric river events.

OTHER AGENCY INVOLVEMENT:

The Office of Emergency Services approves the recommendation.

 

FINANCING:

There is no impact to the County General Fund with the adoption of this resolution.

This proposed program correlates to the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of improving health and quality of life

 

outcomes to individuals and families to address the immediate threat to the public peace, health and safety and prevent displacement of tenants resulting from no-fault evictions and preventing an increase in the homeless population in Monterey County.
