RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-13885 with Star View Behavioral Health, Inc. to decrease Fiscal Year (FY) 2018-19 total amount, and increase FY 2019-20 and FY 2020-21 rates and total amount, for a revised total Agreement amount of $2,312,658, which represents a decrease of $734,571 for the term July 1, 2018, through June 30, 2021.

SUMMARY/DISCUSSION:
Star View Behavioral Health, Inc. is a high-level mental health treatment facility serving emotionally disturbed youth between the ages of 11 and 17 years. Services are provided through a 16-bed Psychiatric Health Facility (PHF), and through a 40-bed locked Community Treatment Facility (CTF) which provides sub-acute care, supervision and intensive treatment in a structured and secure residential environment. The facility provides a medically-based, psychosocial-rehabilitation treatment program for youth requiring medium term intensive treatment with an on-grounds school, activity program, and treatment staff. This Amendment No. 1 is retroactive to July 1, 2019 due to a delayed notification of FY 2019-20 rates and need of a placement of a Monterey County youth in accordance to the youth's Individual Treatment Plan.
