RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Mental Health Services Agreement A-12710 with Summitview Child and Family Services, Inc. to decrease vendor’s Fiscal Year 2019-20 rates, increase State’s Short Term Residential Therapeutic Program (STRTP) Fiscal Year 2019-20 rate, and add $1,918, for a revised total Agreement amount not to exceed $1,305,821 for the same term of July 1, 2015 through June 30, 2020. 

 

SUMMARY/DISCUSSION:

Summitview Child and Family Services, Inc. (“Summitview”), located in Placerville, California, provides an array of mental health services and rehabilitative care to Monterey County children. Children placed at Summitview suffer from serious emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community. The services provided at Summitview are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential, and juvenile justice facilities. The goals of the program are to improve the youth’s social and interpersonal functioning and self-management skills, so they can improve academic achievement and return home or enter a lower level of care. This Amendment No. 3 updates the rates and contract amount to meet the estimated needs and is retroactive to July 1, 2019 due to delayed notification of rate changes.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (16%), Early Periodic Screening, Diagnosis, and Treatment (16%), and Special Education Local Plan Area (68%). The funds for this Agreement ($548,676) are included in FY 2019-20 Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget.
