Title: a. Title

a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, a Standard Agreement with the State of California Department of Food and Agriculture (CDFA) to perform work under the Exotic Pest Detection Trapping Program for a period retroactive from July 1, 2019, through June 30, 2020, in the maximum amount of $335,700.00 with payment by the CDFA to the County of Monterey; and,

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, a Standard Agreement with the State of California Department of Food and Agriculture (CDFA) to perform work under the Exotic Pest Detection Trapping Program for a period retroactive from July 1, 2019, through June 30, 2020, in the maximum amount of $335,700.00 with payment by the CDFA to the County of Monterey; and,

b.                     Approve and authorize the Agricultural Commissioner, or Commissioner’s designee, to sign up to three (3) Amendments to the Agreement where the Amendment does not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The State of California routinely contracts with the Monterey County Agricultural Commissioner (MCAC) to provide specific services. The MCAC will provide services for placing and servicing traps for the detection of exotic insect pests which are considered detrimental to agriculture and to the economy of California.   Such pests may include Mediterranean fruit fly, Mexican fruit fly, oriental fruit fly, melon fly, gypsy moth, Japanese beetle and other invasive exotic pests. 

 

On February 12, 2019, the Board of Supervisors approved the signing of an agreement that covered FY 2018-19 for exotic pest detection in an amount up to $250,000 with amendments totaling no more than 15%.  The FY 2019-20 agreement is for $335,700, an increase of $84,700 or 34.28%.  The increase is driven by the addition of an urban trapping route due to additional housing development throughout the county, addition of the European Grape Berry Moth and the Khapra Beetle programs, and the increase in hours for the full-time detection deputy.

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the proposed Agreement as to form and legality.

 

FINANCING:

Sufficient revenues and appropriations are available in the FY 2019-20 Recommended Budget.  Staff will return to the Board if additional revenues and appropriations are needed in FY 2019-20.
