Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Monterey County Health Department to submit applications and any necessary documents required to the California Department of Resources Recycling and Recovery (“CalRecycle”) for all grant documents, including but not limited to, applications, agreements, amendments, and requests for payment; and

b. Approve and authorize the Monterey County Director of Health, or Assistant Director of Health, as the Signature Authority to execute all documents.

c. Adopt a Resolution authorizing the Monterey County Health Department to submit applications and any necessary documents required to the Californian Department of Resources Recycling and Recovery (“CalRecycle”) for all grant documents, including but not limited to, applications, agreements, amendments, and requests for payment.

 

SUMMARY:

CalRecycle offers grant opportunities to fund Environmental Health Programs including the Beverage Container Recycling Program, the City/County Payment Program, the Local Enforcement Agency program, the Used Oil Payment Program, and the Waste Tire Enforcement program. CalRecycle provides these funding opportunities to help cover program costs such as personnel, training, and equipment procurement. These grants require qualifying jurisdictions to submit applications with the jurisdiction’s authorization in the form of a Health Department Resolution authorizing the submittal of applications to CalRecycle and designating the Director or Assistant Director as the Signature Authority to execute documents necessary to secure funding. Adoption of the Resolution will authorize staff to continue submitting payment program funding requests on an annual basis.

 

DISCUSSION

CalRecycle offers grant opportunities to cities and counties for its Beverage Container Recycling Program and City/County Payment Program to promote beverage container recycling and beverage container litter reduction activities. The Environmental Health Bureau of the Monterey County Health Department (the “Bureau”) coordinates participation for beverage container recycling within the County through the Bureau’s Resource, Recycling and Recovery Services program. CalRecycle provides these funding opportunities to help cover program costs such as personnel, training, and equipment procurement.

 

As the Local Enforcement Agency (LEA), the Environmental Health Bureau enforces state laws and regulations for Monterey County’s local solid waste enforcement program. On January 1, 1990, Assembly Bill 939, The Solid Waste Management Act, became law. The Act obligates LEAs to inspect and permit solid waste facilities in their respective jurisdictions and to continue oversight throughout the closure period for up to 30 years. Given the volume and complexity of these responsibilities, CalRecycle, an agency of California State, has offered annual grant funds to LEAs to offset program costs.

 

The Used Oil and Filter Collection and Recycling Program promotes the proper disposal and recycling of used motor oil and oil filters for residents, commercial and recreational boaters, and small farmers in Monterey County.  The County provides community education and makes various outlets for the proper disposal and recycling of used motor oil and oil filters available through curbside collection, residential drop-off centers, and marine and agricultural oil collection centers.

 

CalRecycle provides Waste Tire Enforcement Grants to LEAs to help cover program costs such as personnel, training, and equipment procurement. As the Local Enforcement Agency (LEA) for California's Department of Resources, Recycling and Recovery (“CalRecycle”), Environmental Health enforces state laws and regulations to ensure the safe storage, transportation and disposal of waste tires.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative: 2) Enhance community health and safety through prevention. It also supports one or more of the ten essential public health services, specifically, number: 6) enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the proposed Resolution as to form.

 

FINANCING:

There is no General Fund contribution with respect to this Resolution. The Board approved

Budget for Fiscal Year 2019-2020 (HEA005-4000-8117) is adequate for reimbursement costs

associated with these grants.
