RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a. Approve Amendment No. 4 to Standard Agreement No. A-13054 with Accent Clean and Sweep, Inc. to continue to provide services associated with operated street sweeping services meeting the State-mandated National Pollution Discharge Elimination System (NPDES) Storm Water Permit, Request for Proposals #59000, to: update street sweeping rates; increase the not to exceed amount by $200,000 for a total amount not to exceed $774,088; and extend the expiration date from September 1, 2020 for approximately four (4) additional months through December 31, 2020, for a revised term from September 1, 2015 to December 31, 2020; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 4 to Standard Agreement No. A-13054.

 

SUMMARY/DISCUSSION:

Street sweeping is a service performed by the County of Monterey, Resource Management Agency (RMA) - Public Works and is State-mandated as part of the County’s National Pollution Discharge Elimination System (NPDES) Storm Water Permit.  This permit requires the County to sweep roads within designated urbanized areas twice annually, once in the Spring and once in the Fall, and is intended to reduce pollution entering storm drain systems. 

 

RMA - Public Works issued Request for Proposals (RFP) #59000 in the Summer of 2015 for State-mandated NPDES Storm Water Permit operated street sweeping services.  Accent Clean and Sweep, Inc. (Accent) was selected through a competitive selection process in accordance with County policies to provide these services and was awarded Standard Agreement (SA) No. A-13054 which was executed by the Contracts/Purchasing Officer on September 8, 2015 for a total amount not to exceed $100,000, for a term from September 1, 2015 to September 1, 2018, with the option to extend the term for two (2) additional one (1) year terms. 

 

Amendment No. 4 to SA No. 13054 will continue to provide associated street sweeping services meeting the State-mandated NPDES Storm Water Permit, RFP #59000; update the street sweeping rates effective the execution date of Amendment No. 4; increase the not to exceed amount of $574,088 by $200,000 for a total amount not to exceed $774,088; and extend the expiration date from September 1, 2020 for four (4) additional months through December 31, 2020 [beyond the anticipated five (5) year SA term allowed per RPP #59000 for a total term of approximately five (5) years and four (4) months], for a revised term from September 1, 2015 to December 31, 2020.  Since RMA - Public Works has an ongoing need for these services, additional time beyond the original term of the SA authorized per RFP #59000 is required.  County staff recommends extending the term of the SA to allow Accent to provide and complete services through the Fall 2020 season enabling County staff to procure services under a new RFP and in time for the next Spring 2021 season when services will be required.

 

Attachment F provides a summary of the SA to date.  Attachment G provides a summary of the SA annual expenditures and balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 4 as to form, and fiscal provisions, respectively.

 

FINANCING:

The Fiscal Year 2019-20 Adopted Budget includes appropriations for street sweeping services in the amount of $160,000 in the Road Fund 002, Appropriation Unit RMA012. The remaining amount is to be budgeted next fiscal year.  The recommended FY 2020-21 Road Fund 002, Appropriation Unit RMA012 budget is to include appropriations for projects, funded with Measure X, SB 1, and TOT funds.  The recommended budget will be presented to the Board of Supervisors in June 2020 for adoption.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
