Title

a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Fund Transfer Agreement with the Transportation Agency for Monterey County (TAMC), transferring $159,354 in grant funds awarded by the Transportation Planning Grant Program of the California Department of Transportation and $10,646 in matching funds from TAMC, for a total of $180,000 in funding, for the purpose of reimbursing Monterey County Health Department for its public outreach and public engagement activities as part of the Salinas Safe Routes to School Plan, a systematic and comprehensive assessment and analysis of traffic safety conditions at and near forty-four school sites across the City of Salinas, with a term retroactive to November 20, 2019 through April 30, 2022; and

SUMMARY/DISCUSSION:

Since 2014 the Monterey County Health Department (MCHD) and the Transportation Agency for Monterey County (TAMC) have successfully partnered through grant opportunities to address issues of safety, injury prevention, transportation and equity in our region. Through the newly awarded Safe Routes to Schools Salinas Plan grant made possible through  the California Department of Transportation Sustainable Communities Program and Measure X a team made up of MCHD’s Planning, Evaluation and Policy (PEP) Unit staff will work alongside TAMC and staff from Ecology Action to identify barriers to safe access to all K-12 public schools in Salina sand recommend infrastructure and non-infrastructure improvements.

 

TAMC will be the Lead Agency, responsible for administering the grant, requesting reimbursement from Caltrans, developing an online project page and forum for public input, participating in outreach and overseeing project delivery in compliance with state, federal and local requirements.  Ecology Action will be the Implementing Agency responsible for managing the planning process, facilitating partner meetings and community engagement, collecting and analyzing data, developing draft and final planning documents and submitting invoices to the TAMC. While MCHD will be a Partnering Agency responsible for assisting the Implementing Agency in community engagement especially with Spanish-speakers and health-disadvantaged populations.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 1. Empower the community to improve health through programs, policies, and activities; and 2. Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 4. Mobilize community partnerships to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

The office of County Counsel and the Auditor/Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

Funding for the project will come from Caltrans via the Transportation Agency for Monterey County to the Monterey County Health Department.  There are sufficient funds in the Health Department’s FY 2019-20 Adopted Budget to cover the expenses associated with this revenue agreement.  Costs and revenues for these deliverables in future years will be included in the Department’s FY 2020-21 and FY 2021-22 Requested Budgets.
