RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:
a. Approve Amendment No. 2 to the Professional Services Agreement with COWI, North America increasing the current contract amount by $250,000 for a total contract amount not to exceed $500,000; and
b. Authorize the General Manager to execute Amendment No. 2.
SUMMARY DISCUSSION:
On November 11, 2018 the Monterey County Water Resources Agency Board of Directors approved recommending to the Monterey County Water Resources Agency Board of Supervisors the award of a Professional Services Agreement with COWI, North America to provide Program Management services for the Interlake Tunnel.
On December 4, 2018, the Monterey County Water Resources Agency Board of Supervisors approved the award of a Professional Services Agreement with COWI, North America.
On September 10, 2019, the Monterey County Water Resources Agency Board of Supervisors approved Amendment No. 1 to the Professional Services Agreement for a term extension to March 31, 2021.
This Amendment No. 2 will increase the current contract amount by $250,000 for a total contract amount not to exceed $500,000. This increase is due to delays in the project from the USGS modeling taking substantially longer than originally scheduled. Staff has received the model output files and are continuing to work with the Agency consultant. COWI has also been spending significant time and preparing documents such as the Feasibility Study for the WIIN Act Grant Application.

FINANCING:
On February 7, 2017, the Monterey County Water Resources Agency Board of Supervisors authorized the Agency to enter into a Grant Agreement with California Department of Water Resources to receive up to $10 million in grant funds for the Interlake Tunnel and Spillway Modification Project. The costs associated with this agreement are reimbursable under Budget Category A: Direct Project Administration portion of the agreement. As of December 31, 2019, there was about $4 million remaining in grant funding.
