RECOMMENDATION:

It is recommended that the Finance Committee:

 

Receive a report on the California State Water Resources Control Board Proposition 1 Grant for Well Destruction.

 

SUMMARY DISCUSSION:

On February 2, 2019 the Finance Committee supported adopting a resolution to enter into a funding agreement with the State Water Resources Control Board (SWRCB).

 

On February 15, 2019, Board of Supervisors of the Monterey County Water Resources Agency adopted a resolution authorizing MCWRA to enter into a funding agreement with the SWRCB.

 

On March 4, 2019, the MCWRA submitted an application for Proposition 1 grant funding to the SWRCB.

 

On October 18, 2019, the MCWRA received notice from the SWRCB of conditional approval for funding of a preliminary grant award of up to $7,348,000 with a total project cost of $9,197,332.

 

On February 10, 2020, the MCWRA received a Draft Grant Agreement from the SWRCB indicating that a 46% match was required, rather than a 20% match as assumed in the original grant proposal, resulting in an additional match requirement of $2,381,441 (Attachment 1). 

 

The MCWRA has continued to work with SWRCB staff to identify eligible items for the required cost share match and will be submitting a revised budget to the SWRCB by March 27, 2020 (Attachments 2,3, and 4). The revised budget includes $2,663,300 in additional funds that the MCWRA will need to acquire to satisfy the match requirement for a total project cost of $9,125,524. At this scale the project is designed to destroy approximately 100 wells.
