RECOMMENDATION:
It is recommended that the Board of Supervisors authorize and direct the Auditor-Controller to amend the FY 2019-20 Adopted Budget to increase appropriations and estimated revenues by $434,076 for the Community Programs, 001-5010-SOC004-8258, financed by Homeless Housing Assistance and Prevention Emergency grant fund (4/5th vote required).

SUMMARY/DISCUSSION:
The Homeless Housing, Assistance and Prevention (HHAP) was signed into law on July 31, 2019 by Governor Gavin Newsom. The Homeless Housing, Assistance and Prevention is a $650 million one-time block grant that provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address immediate homelessness challenges.

On March 19, 2020 Governor Newsom issued, a Stay at Home Executive Order to protect the health and well-being of all Californians to establish consistency across the state in order to slow the spread of COVID-19.

On March 23, 2020, the County of Monterey received an award letter from the State notifying the County of an emergency allocation of $434,076 in HHAP funds to assist expediting providing shelter, meals and sanitary services to the County's homeless population.

Staff is requesting the Board approve an increase in appropriations and revenue in the Community Programs, 001-5010-SOC004-8258, financed by the emergency allocation of HHAP funds in the amount of $434,076
