RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of the Emergency Communications Department to sign a Statement of Work with AT&T, through California Master Purchase Agreement #4156-6, for an amount not to exceed $167,258.60 to purchase the Higher Ground recorder system, installation, training, and 5 years of maintenance support; and

b.                     Authorize the Director of the Emergency Communications Department to sign up to three Change Orders this Statement of Work where the total Change Orders do not exceed 10% ($16,725) of the current amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Emergency Communications Department (ECD) is a consolidated Public Safety Answering Point (PSAP) for 9-1-1 emergency and non-emergency calls as well as a radio dispatch facility serving 28 law enforcement, fire protection, and emergency medical response agencies throughout Monterey County. 

 

Per Federal Law, 9-1-1 PSAPs are to have a logging voice recorder, synchronized with the master clock, that has a channel for recording each transmitted or received radio channel or talk group, each voice dispatch alarm circuit and each telecommunicator telephone. 

 

ECD maintains records of all telephone and radio communication for one full year plus the current year.   These recordings are archived in the ECD’s Recorder system.  Copies of these recordings are regularly requested through subpoenas for court proceedings, California Public Records Requests and a variety of other requests for the purpose of public safety incident reconstruction. 

 

The ECD is requesting this Board authorize this purchase of the Higher Ground Recorder System through vendor AT&T under the terms of California Master Purchase Agreement (MPA) #4156-6.  California MPA #4156-6 complies with the County’s requirements for competitive solicitations.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved this Statement of Work as to legal form.  The Auditor-Controller, Information Technology Department, and Contracts/Purchasing have reviewed and approved this Statement of Work. 

 

FINANCING:

Sufficient appropriations and estimated revenues are included in the FY2019-20 Adopted Budget in Special Revenue Fund 028.  There is no anticipated cost in future fiscal years as 5 years of maintenance and support is included in the upfront cost. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This purchase correlates to the Board’s Administration and Public Safety Strategic Initiatives by complying with Federal Law requiring 9-1-1 PSAPs to have a logging voice recorder, by allowing ECD to comply with the California Public Records Request Act, and by providing information to public safety agencies for incident reconstruction.
