RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Support a Funding Agreement between the Monterey County Health Department (“Health”) and the Big Sur Health Center, Inc. (“BSHC”) in the amount not to exceed $20,000, to assist with the direct operational costs of providing medical services to the clients residing in Big Sur and the surrounding area during Fiscal Year (FY) 2020-21 and FY 2021-22; and

b.  Authorize the Director of Health or the Assistant Director of Health to execute a Funding Agreement with BSHC to provide funding in an amount not to exceed $20,000 to assist with the direct operational costs of providing medical services to the clients residing in Big Sur and the surrounding area, with an Agreement term beginning July 1, 2020 through June 30, 2022.

 

SUMMARY/DISCUSSION:

The Big Sur Health Center, Inc. (BSHC) a California nonprofit corporation, is a rural health clinic that provides primary care to a population with access-to-care challenges.  Health believes in partnering with a local primary care provider to provide case management, nutrition education, immunization clinics and other direct health services to residents of Big Sur and the surrounding area.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives:  1.  Empower the community to improve health, 2.  Enhance community health and safety through prevention and 3.  Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following of the ten essential public health services, specifically:  3.  Inform, educate, and empower people about health issues, 4.  Mobilize community partnerships and action to identify and solve health problems and 7.  Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.

 

FINANCING:

This Agreement is 100% funded with Health Realignment.  There are sufficient appropriations in the Health Department’s (001-HEA014-8438), FY 2020-21 Requested Budget and will be included in the FY 2021-2022 Requested Budget.
