RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the Area Agency on Aging 2020-2024 Area Plan; and
b. Authorize the Chair of the Board of Supervisors to sign the Area Plan Transmittal Letter.


SUMMARY/DISCUSSION:
The mission of the Monterey County Area Agency on Aging (AAA) is to provide leadership in addressing issues that relate to older Monterey County residents. This includes developing community-based systems of care that provide vital services and to promote community involvement in the planning and delivery of services. The senior population in Monterey County continues to grow at increasing rates each year with more than 11% growth since the prior Area Plan in 2016. This upwards trend in the older population is expected to continue through 2030 when the last of the baby boomers are retirement age.

This is the beginning of a four-year cycle where the AAA conducts a needs assessment survey to determine priority services for older adults and creates an action plan. Results of more than 1,400 surveys were reviewed and the top priority service needs are identified in the document. Area Plan Updates are done for three years following this lead report and are an opportunity to annually address emerging trends.

A public hearing was held on April 9, 2020 over the internet and outlined results of the needs assessment survey, funding levels, and planned services including: home delivered meals, congregate meals, nutrition education, legal assistance, caregiver support, oversight of long-term care facilities, and health insurance counseling. This 2020-2024 Area Plan was developed in collaboration with the Area Agency on Aging Advisory Council. In addition, contracted service providers were given an opportunity to review and comment.
