RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute a no cost agreement with Analytic Solutions Network, LLC for data aggregation services at NMC, and;

 

b.                     Approve the NMC Chief Executive Officer’s recommendation to accept non-standard indemnification, insurance, limitations on liability, and limitations on damages provisions within the agreement.

 

SUMMARY/DISCUSSION:

 

The American College of Surgeons (ACS) Trauma Quality Improvement Program (TQIP) has changed the format for data submission to the new ACS/IQVIA technical NTDS XML format.  The new technical format is required by ACS as well as a data validator. ASN provides a data aggregator to change the trauma data ITDX format to the acceptable format for ACS. To maintain verification as a Level II trauma center, Natividad must meet the ACS criteria (CD 15.5: Resources for Optimal Care of the Injured Patient, 2014). It states, “All trauma centers must use a risk-adjusted benchmarking system to measure performance and outcome.” The Analytic Solutions Network (ASN) Compliance Hub/Vendor Aggregator is a service offered to the trauma centers and their trauma registry vendors to be compliant with the ACS data submission, validation and benchmarking requirements.

The following services are available:

                     Support the ITDX file format submitted by the trauma registry vendor (Lancet)

                     A centralized converter that translates ITDX files into NTDS file formats

                     A centralized vendor Validator that contains ACS National Trauma Data Bank (NTDB)/TQIP validation channels to ensure clean data

                     Data validation tools & capability with trauma registry integration, interactive validation reports & dashboards utilizing a driller

                     On demand capability to build final NTDS file for submission to ACS

                     Enhanced driller reports for benchmarking, risk-adjusted modeling & CD 15.5 compliance

                     State & system benchmarking and performance improvement

 

When we (NMC) are ready to submit our data, we create an ITDX file in Trauma One which pulls all the required data for NTDS submissions.  This ITDX file then needs to be run through the ASN vendor aggregator which checks for any clinical and technical issues that must be corrected in order to submit our data to NTDB/TQIP.  Once this passes, we can submit our data files to the NTDB/TQIP participant site.

Submitting and participating in regular data submission to the NTDB/TQIP portal allows the participating hospital to receive benchmarking reports that compares each participating hospital to what is the expected outcome and also which areas that need improvement for patient care.  This is somewhat the standard when preparing for the ACS Trauma Site review.

When any data submission is missed, the benchmarking report will be unavailable for the missed period.  In addition, hospitals that are outliers in the benchmarking reports and those that have missed data submission could potentially be put on a list for a site visit by TQIP or worse, be dropped as a participant of TQIP and lose trauma verification. 

The services are beneficial to NMC because they assist with data validation to ensure the data and reports are reflective of the trauma system and, therefore, can support performance improvement when opportunities are identified.

 

Services are beneficial to our patients because they provide real-time performance improvement and analytics to help improve outcomes and save lives.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved this agreement as to form. The agreement has been reviewed and approved by its Board of Trustees on March 13, 2020.

 

FINANCING:

 

There is no cost associated with this agreement.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

The goal of having a trauma center locally is to save lives and prevent preventable deaths. In order to analyze the performance of the trauma center it is vital to have clean, standardized data that is validated and represents the true performance and outcomes occurring at the trauma center. The trauma performance improvement and patient safety (PIPS) program was cited as a strength by the American College of Surgeons during the verification site visit due to our emphasis to identify opportunities that exist and create initiatives and action items to improve overall care and outcomes. This would not be possible without clean data and the ability to compare (benchmark) our outcomes with other trauma centers nationally.
