a. Approve and authorize the Contracts/Purchasing Officer or designee to sign Amendment No. 1 to the Agreement with Star Sanitation, LLC to continue to provide septic services associated with pumping and disposal for septic tanks and lift stations at WeatherTech Raceway Laguna Seca, which will increase the total contract amount by $350,000 for a revised contract amount of $450,000; and
b. Authorize the Contracts/Purchasing Officer or designee to sign up to three (3) future amendments to this agreement which do not significantly alter the scope of work and do not exceed 10% ($45,000) of the total contract amount ($450,000).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or designee to sign Amendment No. 1 to the Agreement with Star Sanitation, LLC to continue to provide septic services associated with pumping and disposal for septic tanks and lift stations at WeatherTech Raceway Laguna Seca, which will increase the total contract amount by $350,000 for a revised contract amount of $450,000; and
b. Authorize the Contracts/Purchasing Officer or designee to sign up to three (3) future amendments to this agreement which do not significantly alter the scope of work and do not exceed 10% ($45,000) of the total contract amount ($450,000).
SUMMARY/DISCUSSION:
Approval of this recommendation will ensure that the County can maintain a continuous and reliable septic pumping service within the Laguna Seca Raceway facility in support of the daily operations, camping program, race seasons and track rental program. It is critical that the County be in a position to provide the septic pumping because the raceway does not have a sewer system to support the large events. The recommended three (3) year term placement of the proposed vendor allows for stabilization for the facility and our guests. The proposed vendor has been providing service to Laguna Seca for many years and currently has agreements with the County to provide fencing and chemical toilet services as well.
The change in management company and their staffing led to the amount of the original agreement being undervalued and the need for such a large increase at this time.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this agreement as to form.
FINANCING:
Funds for these services are contained within the approved budget allocations of the department utilizing the services. Expenditures will depend on the actual services requested by the County.
