RECOMMENDATION:

a. Receive a status report on the County’s Annual Spend for FY2018/19, presented by the County Contracts/Purchasing Officer.

SUMMARY/ DISCUSSION:

The Contracts/Purchasing Division of the County interacts daily with an estimated two-hundred sixty County staff personnel who request goods and services required to carry out their departments mission. The Contracts/Purchasing Division assists departments in managing the County’s procurement process through the county’s Enterprise Resource Program “Advantage”. In Fiscal Year (FY) 2018-19 the County procured goods and services from an estimated 1,500 vendors at a procurement value of $533.4 million dollars, with $176.3 million procured within Monterey County, and a combined total of $195.9 million within the Tri County Area, which encompasses Monterey, Santa Cruz, and San Benito Counties. Contracts Purchasing also administers the county’s Surplus Program which saved the county over $130,000 from May thru Dec. 2019.  A knowledgeable and experienced Contracts/Purchasing Team handle the high volume procurement requests. Outstanding service levels are provided to each customer with transparency and integrity, matched with a high level of expertise in sustainability, supplier collaboration, relationship management, performance management, and analytics. Procurement’s goal is to evolve from a tactical team focused on cost reduction to a strategic entity driving county-wide value.

A complete Fiscal Year 2018/19 breakdown of the spending pattern is included in the attached PowerPoint presentation.
