RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Seneca Family of Agencies for $4,584,643 to provide Specialty Mental Health and non-Medi-Cal Wraparound services and supports for eligible youth and their families for the period May 15, 2020 through June 30, 2023; and 

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($458,464) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Wraparound Monterey County (WMC) is one of the pillars of practice outlined in AB 403 Continuum of Care Reform (CCR). It offers an alternative service provision to keep children with high needs in the community or reunite children safely with their families of origin. The program is a collaborative partnership among Monterey County Department of Social Services, Probation Department, and Children’s Behavioral Health that has been serving youth since 2002. 

 

WMC has historically offered intensive case management, supportive services, and clinical interventions to eligible families involved in the child welfare and juvenile probation systems.  In response to the implementation of CCR, there was a need to redesign WMC in an effort to provide more preventative services and expand eligibility to a larger group of families.  In January 2020, Seneca Family of Agencies (Seneca) was selected through the Request for Proposal (RFP) process to provide highly individualized Specialty Mental Health and non-Medi-Cal Wraparound services to support youth and families in Monterey County impacted by loss and trauma.  This WMC redesign will expand eligibility to younger children, families receiving voluntary services, youth transitioning from hospital stays, and pre-adjudicated juvenile justice youth.

 

Seneca was incorporated in 1985 as a California public benefit 501(c)(3) nonprofit corporation whose mission is to help children and families through the most difficult times of their lives.  As a current provider of permanency and placement services, outpatient behavioral health services, and mobile crisis response services for youth and families in Monterey County, Seneca’s Wraparound program will represent a critical service type that weaves together a comprehensive continuum of care and ensures that youth and families receive unconditional care and continuity of service provision even as their needs change over time.  Seneca will pair youth with a Wraparound team composed of a master’s-level care coordinator and bachelor’s-level support counselor who support the family in identifying their short- and long-term objectives, building a network of natural supports, and facilitating meetings that create accountable action towards treatment goals and family aspirations. Within this process, Seneca staff will provide assessment, intensive care coordination, intensive home-based services, rehabilitation, individual, family, crisis prevention and response, medication management, and individual, family, or group therapy.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement.  County Counsel has approved the agreement as to form.

 

 

FINANCING:

This agreement is funded through Realignment Funds.  Sufficient appropriations and estimated revenues in SOC001 are included in the FY 2019-20 Adopted Budget and in the FY 2020-21 Recommended Budget.  Future years will be incorporated in the budget process. There is no impact to the County General Fund contributions.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing Wraparound Care Coordination for high-needs youth and their families to assist at-risk youth with high-need emotional and behavioral issues overcome challenges and remain in their home and community.
