Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Department of Social Services Director to sign funding Agreement AE-1920-09 for $267,838 with California Department of Aging for the Aging and Disability Resource Connection program to provide streamlined access to long-term and short-term services, effective March 1, 2020 through June 30, 2021; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the Agreement, where the amendments do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

California Senate Bill 80 (SB 80) established the first state Aging and Disability Resource connection (ADRC) Infrastructure Grants Program in 2019.  The ADRC program develops coordinated networks of programs and services to serve the needs of older adults, people with disabilities and caregivers, in navigating the complicated system of long-term services and supports (LTSS).  An ADRC provides, at a minimum, 1) enhanced information, referral and assistance, 2) Options Counseling, ,3) Short-term Service Coordination and 4) Transition Services. 

 

SB 80 required the California Department of Aging (CDA) to award grants to interested and qualified Area Agencies on Aging (AAA) and Independent Living Centers (ILC) to work together as core partners and provide each of the four core services outlined above.  On February 25, 2020, the partnership between the Monterey County AAA and the Central Coast Center for Independent Living (CCCIL) was formally recognized as an “Emerging ADRC”, resulting in the ability to access emerging ADRC funding through SB 80.  Emerging ADRC funding is to be focused on the planning, development, implementation and application process for official ADRC designation by CDA. The goal of the Monterey County Aging and Disability Resource Connection (MCADRC) is to achieve designation by December 2020.

 

Notice of Emerging ADRC funding was received March 29, 2020 and it covers two fiscal years, with the flexibility of spending both fiscal years by June 30, 2021.

 

OTHER AGENCY INVOLVEMENT:

Central Coast Center for Independent Living is the other partner identified as a local partner for this program. County Counsel has approved the agreement as to form. 

 

 

FINANCING:

The ADRC Program is 100% state funded.  There is sufficient appropriations and revenues in the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 FY 2019-20 Modified Budget and in the FY 2020-21 Recommended Budget.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by access to resources and individualized assistance to residents of Monterey County.
