RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or designee to sign an Agreement with the San Francisco Region of the Sports Car Club of America (SFR-SCCA) to provide race support services to WeatherTech Raceway Laguna Seca (WRLS) from June 1, 2020 through December 31, 2022, for an amount not to exceed $425,000; and

b. Authorize the Contracts/Purchasing Officer or designee to sign up to three (3) future amendments to this agreement where the total amendments do not exceed 10% ($42,500) of the agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This request supports the use of San Francisco Region of the Sports Car Club of America (SFR-SCCA) for race support services during race events at WeatherTech Raceway Laguna Seca to include Monterey Pre-Reunion, Rolex Monterey Motorsports Reunion, IMSA Monterey SportsCar Championship and IndyCar Firestone Grand Prix of Monterey. SFR-SCCA shall provide flagging and communications to ensure safe, effective and timely course control during the race events. SFR-SCCA shall provide personnel for Flagging & Communications, Race Control & Dispatch, Race Grid, Pit Fire Prevention, Starters, Stewards, Timing & Scoring and Course Marshals. Additionally, they will supply all tools, flags, fire extinguishing equipment and racecar recovery equipment necessary to perform the duties they are providing.

 

WeatherTech Raceway Laguna Seca and SFR-SCCA have worked together and SFR-SCCA has been holding a race series at Laguna Seca since the opening of the track in 1957. There has traditionally been a trade agreement between the track and SFR-SCCA, exchange of their services and equipment for use of the track for their race series. This agreement includes a trade for services and equipment for three (3) events and payment for the fourth in exchange for use of the track for four (4) events that total ten (10) days. The agreement shall be for three (3) years encompassing the 2020-2022 race seasons.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this agreement as to form. 

 

FINANCING:

Cost of services provided by SFR-SCCA are not to exceed $425,000 for the three (3) years and funding for the agreement is included in the Laguna Seca Recreation Area budget under Appropriation Unit CAO029, Budget Unit 8441.
